VIP players of any level also have access to the Bree-land Starter Steed, which doesn't require the Riding Skill to use.

VIP players can acquire the riding skill by completing the quest, Proving Your Quality, from Éogar, son of Hadorgar, Horse-master, at the Hengstacer Farm in northern Bree-fields (the small black horse near the top of the large Map of Bree-Land) at level 20 or the options above, if they don't want to wait for that.

All races can ride goats, elks and boars. Hobbit Lore-masters are about to become a thing, as are many other fun class/race combos in LOTRO.
